Scheme of sanitary cleaning - a document containing graphic and textual materials regarding the sequence of implementation of measures and volumes of work on sanitary cleaning, systems and methods of collection, storage, transportation, processing (processing), disposal, removal, neutralization and disposal of household waste, including hazardous waste in their composition, the required number of garbage trucks, mechanisms, equipment and inventory, the feasibility of designing, building, reconstructing or expanding waste management facilities, their main parameters and placement, targeted capital investments for construction and acquisition of technical means).
Requirements for sanitary cleaning of the territories of populated areas, as well as the rules for the performance of works on the proper cleaning of improvement objects and state sanitary-epidemiological supervision in the field of improvement of populated areas and waste management, which are mandatory for implementation by local self-government bodies, enterprises, institutions , by organizations regardless of the form of ownership and subordination and by citizens established by the State sanitary norms and rules for maintaining the territories of populated areas, which were approved by the order of the Ministry of Health of Ukraine dated 03.17.11 No. 145.
Territorial communities are the owners of waste that is generated on communally owned objects or located on their territory and does not have an owner or the owner of which is unknown (unowned waste) in accordance with Art. 9 of the Law of Ukraine "On Waste"
Development and approval of Schemes for sanitary cleaning of settlements in accordance with Article 30 of the Law of Ukraine "On Local Self-Government in Ukraine", Article 21 of the Law of Ukraine "On Waste", Art. 10 of the Law of Ukraine "On the Improvement of Settlements", Article 1 of the Law of Ukraine "On Ensuring the Sanitary and Epidemic Welfare of the Population" belongs to the powers of local self-government bodies.
The mechanism for developing, agreeing, and approving sanitary cleaning schemes for populated areas is determined by the Procedure for developing, approving and approving sanitary cleaning schemes for populated areas, order of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine dated 03.23.2017 No. 57.
In accordance with the above-mentioned Procedure for the development, approval and approval of the Scheme, executive bodies of village, settlement and city councils, Kyiv and Sevastopol city state administrations - for one or more settlements included in the relevant council; The Council of Ministers of the Autonomous Republic of Crimea, regional and district state administrations - for settlements that are part of two or more village, settlement and city councils (hereinafter - the Developer).
The total period of development, approval and approval of the Scheme should not exceed 12 months (from the date of adoption of the decision on its development) without taking into account the period of conducting pre-project studies.
The scheme determines the sequence of activities, the scope of work from all types of cleaning and cleaning, the systems and methods of collection, storage, removal, disposal, processing, disposal and burial, the required number of collection machines, mechanisms, equipment and inventory, the feasibility of designing, building or reconstructing the extension objects of the sanitary treatment system, their main parameters and location, oriented capital investments for construction and acquisition of technical means. (State building regulations DBN B.2.2-6:2013 "Composition and content of the scheme of sanitary cleaning of the settlement", order of the Ministry of Regional Development, Construction and Housing and Communal Services dated 08.21.2013 No. 395).
The scheme of sanitary cleaning is being developed for an estimated period of 25 years with allocation of priority (for 5 years) and long-term measures.

Local self-government bodies make decisions on the allocation of land plots for the placement of waste and the construction of waste management facilities.
